Project “Support to Ministry of Labour and Social Policy of the Republic of Bulgaria for Human Resource Development in Southeast European Countries”
The project launched in 2008 as an upgrade of the achieved by "Institutional Capacity Building of the MLSP" in order to spread best practices in developing and implementing social policies to other countries. Its priority was to contribute to the development of human resources and effective social policies in Southeast Europe (SEE) using Bulgarian knowledge and experience. The project was implemented by ITC of ILO.
The specific objectives of the project were:
- to support networking, cooperation and dialogue between the Bulgarian and foreign institutions for building human capital;
- to further strengthen the capacity of CHRDRI;
- to spread Bulgarian knowledge and experience in the field of social policies and employment policies and to provide technical assistance at regional level.
The target group of the project consisted of employees of the Ministry of Labour and Social Policy, Second Level Units (SLU) to the Minister of Labour and Social Policy, other central and local administrations, social partners, NGOs, experts from SEE.
Since the launch of the project in April 2009 up to its completion in December 2014 there were 1688 people trained in 46 international initiatives, including seminars, round tables, conferences and study visits.
At the end of 2014 a final independent evaluation of the projects "Institutional Capacity Building of the MLSP of the Republic of Bulgaria" and "Support to the Ministry of Labour and Social Policy of the Republic of Bulgaria for Human Resource Development in Southeast Europe" was made by external international experts. The report showed that both projects successfully completed their objectives, moreover with their help CHRDRI became a recognizable educational institution and began to function as a specialized structure to provide high-quality training and even more clearly focused initiatives for capacity building of the MLSP and SLU to the Minister of Labour and social policy, and for sharing Bulgarian experience among the SEE countries.
