Alexander Shopov

Alexander Shopov has been Director of the Center since 2016. He has extensive work experience in the social sphere. He held the position of Chief Inspector in the Infrastructure of the Social Assisstance Agency, as well as a chief Director in the National Social Insurance Institute (NSII), followed by the position of a Director of the Social Assistance Directorate - Mladost in Sofia.

He has acquired a Master's degree in 1988 from the Higher Institute of Economics Karl Marx in Economics and Management of Transport. In 2001 he acquired his second specialty in Accounting and Control at the University of National and World Economy (UNWE).

The Center is an administrative structure pursuant to Art. 60 of the Administration Act to the Minister of Labour and Social Policy.


DIRECTOR - Manages, supervises and organizes the overall work in the Center



Supports the activities of the Centre. It is comprised of seven members, including a chairman and one expert in the field of training representating each of the following institutions: the Ministry of Labour and Social Policy; the Ministry of Education;  the Institute of Public Administration; the National Agency for Vocational Education and Training; the Employment Agency and the academic community.

The Centre includes a general and a specialised administrations organised in two departments.



The structure of the specialised administration is organised in the Educational Activities Department.

It carries out and participates in conducting surveys for the necessities for training, develops analyses, forecasts, assessments and information reports on trainings, develops and participates in the progress and implementation of national and international projects.

Among the obligations of the experts in the department are also the development of training curricula and strategies related to the overall activity of the Center (project trainings, vocational and international trainings, round tables, remote learning, etc.), organizing and conducting trainings, carrying out advertising and publishing activities of the Center and developing informational and digital products and strategies.



The general administration is structured in the Administrative and Financial Activities Department. It deals in organizing, planning and implementing the overall logistics and financial activities of the Center.
