General Information

Component 2: Training for DI-GI skills and competencies is implemented by CHRDRI in partnership with the Employment Agency under Project П3 -C1. I3 Delivering Digital Skills Training and cCeating a Platform for Adult Learning. As a Single Certification Center, CHRDRI performs sub-activities related to the assessment and certification of basic and/or intermediate level of digital skills and competences acquired after a completed training course or through independent learning.

The main objective of this component is the acquisition and validation of digital skills and competences of the workforce in accordance with the new needs of the labor market and the penetration of digital technologies in socio-economic processes. The component is directly related to the country-specific recommendations addressed to Bulgaria within the framework of the European Semester in 2019 and 2020, to take action to improve employability by strengthening skills, including digital skills. The activities in this component are in line with the set objectives and priorities of the National Development Program Bulgaria 2030, the Lifelong Learning Strategy, the draft Employment Strategy of Bulgaria for the period 2021-2030. A number of national strategic documents outline the public sector digitalization and the development of a data-driven economy as a priority of Bulgaria's future development policies. In this context, the improvement of the digital skills of the population is a major factor. The national program Digital Bulgaria 2025 outlines the improvement of the ICT competences of the workforce and the increase in the number of qualified ICT specialists. The strategic document Digital Transformation of Bulgaria for the Period 2020-2030, adopted by the Council of Ministers on July 21, 2020, defines building of human, scientific, organizational and institutional capacity as up-most priorities the for the development of Industry 4.0 in Bulgaria.

The purpose and operational activities of the Component are also in line with the European Strategic Documents – the European Skills Agenda, The European Education Area, the Digital Education Action Plan (2021-2027), etc.

 

The specific objectives of the component are:

  • Improving workforce employability, incl. disadvantaged groups in the labour market, through the acquisition and validation of basic digital skills and competences and their upgrading at intermediate level in order to reduce skills shortages and achieve greater compliance with job requirements;
  • Improving the access and use of opportunities for job search and registration in electronic platforms, remote work and participation in online training courses, independent learning through the use of electronic resources, use of electronic services, including bank services, services of institutions at local, regional/territorial and national level (NRA, NSSI, EA,  ASA, municipalities, and more) etc.
  • Increasing the access and participation of the population aged 16-74 in lifelong learning through the acquisition and validation of digital skills and competences that will provide the necessary skills for individuals to participate in online training courses and self-learning through e-resources.

In the framework of Project П3 -C1. I3 Delivering Digital Skills Training and Creating a Platform for Adult Learning will promote equal opportunities for all individuals. The organization of the trainings will ensure equal participation of men and women, as well as non-discrimination on the basis of sex, race, ethnicity, religion or belief, disability, age and sexual orientation. The project promotes training opportunities for women and will improve the conditions for their socio-economic inclusion and readiness for the labor market.

Creating a virtual platform and conducting trainings in digital competences directly promotes equal opportunities for the most vulnerable groups in society for lifelong learning and acquiring skills that contribute to their digital integration and non-marginalization. Obtaining basic digital skills directly aims at overcoming social isolation and provides opportunities for obtaining public products and services, as well as better inclusion for better employment.
